The Hague Declaration
ลงมติยอมรับและประกาศใช้อย่างเป็นทางการ
โดยคณะผู้ก่อตั้งองค์การมาตรฐานดิจิทัล

ในกรุงเฮก เมื่อ 21 พฤษภาคม พ.ศ. 2551
ในขณะที่เกือบ 60 ปีที่แล้ว ปฏิญญาสากลว่าด้วยสิทธิมนุษยชน ได้ลงหลักปักฐานสิทธิและเสรีภาพเหล่านี้ในกฎหมายระหว่างประเทศ:
- เสรีภาพจากการแบ่งแยกเลือกปฏิบัติโดยรัฐบาลหรือกฎหมาย (ข้อ 2 และข้อ 7)
- เสรีภาพในการเคลื่อนย้ายภายในเขตของแต่ละรัฐ (ข้อ 13.1)
- สิทธิในการมีส่วนร่วมในรัฐบาล (ข้อ 21.1)
- สิทธิในการเข้าถึงบริการสาธารณะอย่างเท่าเทียม (ข้อ 21.2)
ในขณะที่ปัจจุบันนี้ สิทธิและเสรีภาพเหล่านี้ได้รับการยอมรับจากรัฐบาลประชาธิปไตยทุกแห่ง และได้รับการรับรองโดยรัฐธรรมนูญในรัฐส่วนใหญ่;
เมื่อพิจารณาว่าทุกประเทศกำลังเดินหน้า ในอัตราเร่งที่แตกต่าง จากจุดเริ่มต้นที่ไม่เท่ากัน ไปสู่สังคมที่ การมีส่วนร่วมอย่างเต็มที่และได้ผลในรัฐบาลและสังคม และการเข้าถึงบริการสาธารณะ โอกาสและการศึกษา กำลังขึ้นอยู่กับการเข้าถึงการสื่อสารอิเล็กทรอนิกส์มากขึ้นเรื่อย ๆ;

- ให้บริการรัฐบาลอิเล็กทรอนิกส์ที่มีฐานอยู่บนมาตรฐานแบบเปิดและเสรีเท่านั้น;
- ใช้เฉพาะมาตรฐานดิจิทัลแบบเปิดและเสรีเท่านั้นในกิจการของรัฐบาลเอง

โดยการลงชื่อคำประกาศเฮกดังกล่าวนี้ คุณอนุญาตให้องค์การมาตรฐานดิจิทัลประกาศชื่อ ประเทศ และความเห็นของคุณ ในเว็บไซต์นี้และที่อื่น นอกจากนี้คุณยังได้เป็น ผู้สนับสนุนองค์การมาตรฐานดิจิทัล และเราอาจส่งข่าวสารสำคัญเกี่ยวกับองค์การไปหาคุณ (ไม่บ่อยนัก) โปรดอ่านนโยบายความเป็นส่วนตัวฉบับเต็ม
