Kohandatud ja avaldatud
Digitaalsete Standardite Organisatsiooni asutajate poolt
Haagis, 21. mail 2008.
Peaaegu 60 aastat tagasi määras Inimõiguste Ülddeklaratsioon rahvusvahelises seadusandluses kindlaks järgmised õigused ja vabadused:
- Õigus olla vaba valitsuse- või seadusepoolsest diskrimineerimisest (artikkel 2, artikkel 7).
- Vabadus liikuda ringi iga riigi piires (artikkel 13.1).
- Õigus osaleda valitsuses (artikkel 21.1).
- Võrdse ligipääsu õigus avalikele teenustele (artikkel 21.2).
Neid õigusi ja vabadusi aktsepteerib tänapäeval iga demokraatliku riigi valitsus ja need on kinnistatud enamuse riikide põhiseaduses;
Arvestades, et riigid arenevad erineva kiirusega ja erinevatest lähtepunktidest kodaniku täieliku ning tõhusa osalemise poole valitsuses ja ühiskonnas ning ligipääs avalikele teenustele, haridusele ja muudele võimalustele on üha enam sõltuv juurdepääsust elektroonilistele kommunikatsioonivahenditele;
Spetsiifiliselt arvestades, et:
- Valitsuste teavet, teenuseid ja ressursse pakutakse üha enam virtuaalselt kui fsiliselt;
- Kõnevabadus ja osalus ühendustes realiseerub üha enam võrgus kui otseses suhtlemises;
- Internet ja veeb avavad enneolematu tee kogu maailma inimeste võrdsusele hariduse omandamisel ja muude võimaluste kasutamisel;
Arvestades, et liikumisel digitaalse ühiskonna poole saavad Interneti eelised olla tagatud ja meie raskelt kättevõidetud inimõigused kaitstud ainult siis, kui on kindlustatud võrdne ja võimalustekohase hinnaga ligipääs Internetile ning kaitstud on ka Interneti avatus;
Arvestades unikaalset rolli, mida vabad ja avatud digitaalsed standardid etendavad selle tulemuse saavutamisel, edendades konkurentsi ja innovatiivsust ning alandades hindu ja suurendades valikuvõimalusi;
Arvestades, et valitsused on eriti tähtsal kohal kindlustamaks oma eeskuju ja hangete kaudu, et kõik inimesed saaksid osa eelistest, mida pakuvad vabad ja avatud digitaalsed standardid;
Arvestades, et need eelised on suure tähtsusega majanduslikult, sotsiaalselt ja geograafiliselt ebasoodsates oludes asuvate inimeste jaoks;
Arvestades, et vabade ja avatud digitaalsete standardite ühilduvus üha paraneb;
Kutsume kõiki valitsusi üles:
- Hankima ainult informaatikatehnoloogiat, mis kasutab vabu ja avatud standardeid;
- Pakkuma e-valitsuse teenuseid, mis põhinevad ainult vabadel ja avatud standarditel;
- Kasutama oma tegevuses ainult vabu ja avatud digitaalseid standardeid.
